Okay, so I have some 3600MHz ram and it only runs at 3400MHz which I can live with, but when I put in 2 more sticks of ram at the same speed putting me up to 32gbs in 4 dim slots it became unstable at 3000MHz, so I tested each stick to see what the bad one was to RMA it and all of them booted at 3466 or higher, so why won't they boot at these speeds when all 4 slots are filled. Also running at 1.39v

If you read the manual of your X470 board, you'll see that the supported speeds for 4 DIMMs or dual rank sticks is lower than 2 DIMMs and single rank sticks. This behavior is normal for Zen and Zen+.

 

Note the huge drop in official spec between 2 sticks and 4 sticks:
