I am fine building a normal desktop but I have never strayed into server territory.

If you want a basic webserver basically everything is fine. It's all about the configuration.

Once you get some constant traffic only then do you need to figure out what's causing issues and upgrading.

For a project to just mess about with it, it really doesn't matter what you get. Only requirement i would say that you have is that it needs to have a wired connection.
