Usages too low

I have gtx 1060 6gb, 2x8gb 3200mhz rams and a ryzen 5 1600 3.6ghz but i cant run rust at all, my avg fps is 30. Every other games work perfectly fine but in rust my gpu & cpu usages are always under 40 but my ram usage is perfect 90% and i don't understand why does this happen with my gpu and cpu. i have tried everything and it doesn't matter what settings i use it's always the same and its not a bottleneck please help!

I mean have you set a fps lock in settings? I have done this to improve temps on my craptop

I said i don't have fps locks and that's not the problem. The problem is that the game doesn't use my gpu and cpu
