Web Design Software

I have a small website that was originally coded using Dreamweaver CS4 and it's augmented with some photo galleries created in Adobe Lightroom.  I'm running into issues right now with GoDaddy (surprise, surprise) and I need to do a revamp and clean up some code that needs to be in compliance with my SSL certificate.  I don't do any other website work so getting Dreamweaver Creative Cloud at $20/month is not going to happen.  Also CS4 is not compatible with HTML5.  Are there any good web development tools that are either open source freeware or have a modest fixed cost (I don't mind paying a reasonable license fee) that will serve my needs?

Visual studio community edition is free and can be used to develop any Web language with nuget packages (plugins) for things like PHP. But the old classic is that even notepad can be used for webdev if you don't need real time debugging or deployment tools.
