temp problems

for some reason when i turnt on my computer today the cpu is sitting jumping to 60C + idle nothing has changed since i went to sleep also one of the fans is running alot faster than the other 2 does anyone have any idea's on what could be causing it also if i was gonna take the h100i out and change out the thermal past how soon after shutting the pc down should i wait before touching parts? also is there any programs that could help me figure out any issues?


edit: i'm also looking for a new cpu cooler anyway so any recomendations would help (aio or air)
