SSD Read Only ?!

Steam just dont get it when i make an folde under programm files x86, but f i make a folder just under  C it will install it normally

SSD Shows if i wanna install a game from steam that it cant write onto C  (the ssd), shows  this message: new steam library folder must be writable  .   Even though if i open ap diskpart, select the ssd and show the deatils it shows it isnt read only? waht can i do without formating the ssd or losing any files, the ssd is my boot ssd, so i have win 10 on it and bitdefender.

CPU: i7-8700K@5ghz

Motherboard: ASUS Z370-F Gaming

RAM: 32GB DDR4 3000Mhz Corsair Vengeance

GPU: ASUS ROG STRIX 1080Ti OC

Case: DARK BASE 900

Storage 1.: 2 TB HDD of Toshiba

Storage 2.:  SAMSUNG 860 EVO  250 GB SSD

PSU: 650W Straight Power 11

Display(s): ASUS VX228(H)

Cooling: SILENT LOOP 360

Keyboard: ASUS STRIX FLARE

Mouse:  ASUS ROG GLADIUS 2

Sound: Sennheiser Game Zero

Operating System: Windows 10

It's because by default everything that lives in C:\Program Files (x86) blocks write access for normal user accounts as a security measure. You can override this but it's highly not recommended.
