PC Freeze Problems

Operating System: Windows 7 64bit

CPU: i5 4590 3.30GHz

GPU: GTX 1060 6GB

RAM: 8GB

BIOS version: F7

So this problem has been happening for a while now and it seems to be happening at random times. Sometimes when I go on my computer, I experience freeze problems.

For example, when I'm playing a game like Fortnite. What would happen is, I would see some of the environment in low res, images of my weapons would be missing, (sorry I don't have screenshots) and some of the sound effects would disappear (but not all). A few seconds later, my PC would freeze for about 20 seconds - 2 minutes, then operate like it's normal. Then it would repeat.

Another example is when I'm on Discord, when I open a channel, it would take a while to load everything. When it loads, I see users' avatars would be missing. Then my PC would freeze again for some time, then operate like it's normal and then repeat.

Sometimes it would happen right when I boot up my PC, other times it would happen after I'm on my computer for a few hours. I tried reformatting (problem went away for a couple of weeks and returned), rollback my gpu drivers, system restores, but it doesn't seem to go away. Never have I been so stumped with a PC problem before. I don't know what else to do. =/
