I have noticed at random times in games like Siege and Apex as well as in my browser, animations are laggy and choppy. Not sure if hardware or network related.

 

PC Specs:

CPU: Ryzen 5 1600

GPU: XFX Radeon rx580 8gb gts black edition(something like that)

RAM: Apdata XPG Z1 16gb DDR4

PSU: Corsair 750 watt

MOBO: MSI B350 Tomahawk

OS: Windows 10 PRO 1809(does it with any version)

When you said animation lag I assumed you mean a animation app like 3D Studio MAX or Maya and what not.  Your saying it happens in games.  What exactly do you mean by animation lag ?  What is your frame rate when this happens in Apex ?  If your not dropping frames in Apex, then your browser should be ok as well.  One thing you can try is do a DDU "Display Driver Uninstaller" in safe mode and do a clean and restart.  Then your back up in normal mode and now install the latest Adrenaline drivers and let us know.

In Apex I get around 140fps on average. I mean ,when I am at the lobby or in game and go to options, it delays at opening up. It's more of in issue for siege and outside of games too. When Origin launches and gets to library, the images load slowing as well as game titles, YouTube itself is slow at loading thumbnails. That's is why I think maybe network related. I have done ddu and fresh install of OS many times and yes I am using an SSD.
