So I borrowed from friend GTX 750 (not TI)
And I have G3460
And I got cpu bottleneck, cpu 100% usage, 40-50% jumping gpu, I saw couple videos paired with G3460 and GTX 750 TI, even TI version doesn't bottleneck,
But I suppose, I picked wrong game NFS Payback, that even this GPU and CPU can't handle this game.
Or this is real bottleneck? Or I should test another game.

Thats a very weak CPU for games. 2 cores, no hyper threading. Not surprised its a major source of bottlenecking.
