Disabling C-States in Bios?

Turns out my new Z390 Aorus Pro Wifi could potentially have coil whine in the cpu vram. I've read that some have had success disabling C-States in the bios to help eliminate the coil whine. My question is what exactly does disabling C-States do, and will there be any performance loss if I do disable it? Or perhaps I just rma the board and hope to get one without the whine, thanks!
