New build problems

Hello, I am looking for some help here as I have had a really troubling night, I have recently built my computer with the specs

 

CPU : i5 9600k

CPU Cooler : Hyper 212 evo

GPU : Gtx 1070

Mobo : Asrock z390 Phantom Gaming

Ram : Corsair Vengeance LPX 8gb 3000Mhz

PSU : ThermalIntake TR2 600W

 

Anyways... I have built the system and everything booted fine, I am now on the system but am having a very big issue with my processor. For whatever reason my CPU will not get off high usage, it goes too 100% just by opening YouTube, can't do anything on my new PC as everything takes high usage out of my CPU. I have no idea what is causing this.. this is my first PC build and very disappointed, would just like to know if I did something wrong or if i just need to replace my parts. If anyone could help it would so very much appreciated you have no idea.
