New System Recommendation (Game Development)

So, I am starting to get into game development along with some livestreaming and mild gaming in my free time (Citra 3ds Emulator, other emulated games, and occasional Overwatch and Fortnite) and am in desperate need of a new system to use. I would prefer it to be a laptop and right now my budget is PREFERRED to be around $1000 (US) or less. Any suggestions on my best option?
