check the wiring to that usb port for damage, check the circuit board for problems, check the port itself for damage. beyond that ¯\_(ツ)_/¯

Sounds like an issue I’ve had several times. With USB and Ethernet on a lot of motherboards.

 

What board is it? 

What are you trying to connect?

Is there any visible damage? (Including behind the port inside the case)

 

In my experience, many times you need a driver for your motherboard to make the internal USB headers function (which is where the case ports connect). No idea why but sometimes it’s needed and sometimes it isn’t. My best guess is that  some manufacturers don’t want to use the USB drivers supplied in Windows 10.

 

I’d look at chipset drivers for your motherboard if you’re sure you have it plugged into the right spot.

 

It’s also definitely worth having a look in the BIOS/UEFI as something such as an internal USB head can be disabled from in there.
