random pixel collor

I have a radeon x1950 pro and it has a lot of like boxes of pixels who some just seem to be random collors. not the monitor or the cable.

I live in misery USA. my timezone is central daylight time which is either UTC -5 or -4 because the government hates everyone.

Done the usual like fresh install of the driver? By " not the monitor or the cable. " I assume you did try a different monitor and / or cable including different output (e.g hdmi instead of dp)?
