Turbo Boost is what we call "stock settings" it is the expected behavior even without any user input... have in mind that the ALL Cores Turbo boost of the i5 9400F is of 3.9ghz so don't worry if you don't see it at 4.1ghz when all cores are being stressed.

Turbo boost is baked into the cpu :)
