Heavy lag - reason unknown? help!

Specs:

win 10

gtx 1070 strix

120gb ssd boot

1tb hdd

ryzen 1600

16gb ram

 

I've been having really bad lag on my computer overall, this is on chrome, games no matter how easy it should be to run. all my temps seem fine and there are no programs I can see in task manager that are really hogging memory or anything.

pls help I'm very lost
