You have 2 choices, depending on your Windows or how portable you want it to be:

1. Window mounted AC unit - they're "portable" in the sense that you can easily remove it, move it around, install it into a new window. But there's some thought that needs to be put into positioning, securing it to the window, etc. These tend to be more powerful for the same price.

2. Actual portable AC unit - these are the ones that are usually on wheels, and look almost like a Dalek from Doctor Who. They have a hose coming out the back. The hose needs to go out the Window. Some of them will come with a window attachment (basically a plastic board with a hole cut out, so you can close and seal the window around the plastic board, and the air shoots out the window). These units tend to cost a bit more, and sometimes aren't as powerful, but they are way more flexible.

 

You can almost certainly find either of them used on places like Craigslist/Kijiji/eBay.

 

Extremely unlikely that you'll find a decent brand new one for $200, but you might get lucky.

 

What you need to do is measure your room, and use a BTU calculator to find out how strong of an AC unit you need to cool the room effectively.
