While playing The Borderlands Remaster I noticed my fps would fluctuate wildly around 100-180 frames in large zones and getting between 200-300fps while in confined cells and having a 144hz monitor the lows disappoint me. Upon opening my task manager I noticed my cpu (i7- 8700k/4.99GHZ) and gpu (1080Ti) were hovering around 25% (cpu) and 30% (gpu) in large zones and averaging 30% (cpu) and 50% (gpu) usage in smaller zones. When I switched to the performance page I noticed that one of my CPU cores were maxed out, and often when that core would dip below 100% another core would shoot up. I've also noticed this issue in Fallout 4, Terraria (maxing 46 fps) and the recently release Outward. Either way, some games are heavily single-threaded and it's only making use of one core, though having Dual Channel RAM and higher clocked RAM can sometimes improve your FPS heavily in some games

The game probably just has it's own soft cap on performance.


If you want to know where your fps cap is just run the game at the lowest possible settings.

I just tested running Terraria on my laptop, where I was getting consistent 60fps to my knowledge this is where the game is hard capped due to in game physics. On my desktop with the above specs I'm getting maximum of 46 fps with minimum and max video settings and my task manager is showing 1 cpu core is maxed out, I'd have to assume is causing my issue and not the game itself.

You could try running a linux USB to see if games run fine under there, if so blame windows or your drivers maybe

Since it's DDR (Double Data Rate) then 1200Mhz means 2400Mhz, and it's possible thats why you're getting less performance than others (assuming nothing else is using your CPU) 

 

Ofc i'm not gonna tell you to buy new RAM and I am not encouraging you to do that, that's crazy, but you can overclock your RAM and see if that helps with anything, otherwise there could be a problem somewhere else
