Headless Steam Streaming VM?

Hey guys, I have a very strange request here, am I don't think I have asked it in the right place. I'm gonna keep this as simple as I can.

I have a decent enough sized server at home, and a steam link just sitting gathering dust in my living room. Do you think it's possible to use Steams in Home streaming to turn my TV into a full sized Windows 7 OS.

I was wondering if anyone had any ideas about creating a Windows 7 VM on my server and using Steam Link, I could stream a full Windows OS to my living room?

Or if it's even possible to use Steam home Theatre without a monitor connected? (This server is under the stairs with no monitor).

Any ideas whatsoever welcome

EDIT: This is absolutely not for gaming also, this is purely for emulating a desktop for watching Chrome based videos. It's a little hard to explain, but trust me, a desktop with a web browser is the best experience for what I'm trying to watch.

You can glitch the Steam Link to let you use the desktop, I've done it before. It doesn't like multi-monitors most of the time though.

iirc you either use alt+tab on the keyboard or go to the menu options like you're leaving Steam Big Picture and select minimize (or something similar); its been a little while since I've used my Steam Link, so I'm not 100% sure.
