I wanted to gift my brother a 2060. He plays games and does ml.

I'm not familiar with ml, the only thing I know is that tensor cores are good for it and this is the cheapest card with tensor cores.

And is  there any way to use the rt cores as tensor cores.

Correct me if I'm wrong, I'm not too familiar with such stuff.

I personally use cloud based systems for this. Amazon (AWS) offers a good service but is expensive, I would suggest trying out https://cloud.google.com/tpu/. It it is economically smarter to purchase a card outright then I guess a 2060  could be an option, although one I personally would not recommend.

2060 isn't 1080 levels or performance but rather around 1070 and sometimes beating out 1070 ti's. You should be able to game comfortably at 1080p with this card though. IDK about ML either but it's got 37T of RTX-ops(whatever that means).

Sadly no, RT Cores are useless for Machine Learning and any AI based hardware acceleration, however like you pointed out Tensor Cores are amazing at it along side CUDA so the RTX 2060 is a 'decent' card to get things started.
