Depends on what you're using it for, but if both are the same price, I'd go with the 2700X. Higher base clock and better support.

2700 non-X. Better choice all arounder and gives you a better upgrade path with the AM4 socket.

Definitely the Ryzen chip. Nearly all 3d modeling programs are single-threaded, so 8 cores is not going to help you much. Go for the most jigahertz you can afford.
