GPU upgrade

Just upgraded my cpu to a ryzen 5 2600, looking to upgrade my 1060 3gb with a 350-400 budget, was looking at the 2060, or the 1660, is there a better option available, i don't know anything about AMD cards

RX590 can barely compete with the 1660. Radeon VII is out of question. Vega 56 is probably still out there at that $350-400 range. Suddenly this becomes a question of whether or not getting a 1070(ti) against the 2060 or 1660. Hmm, IMHO, go for the 1660.

Grab a a RX 580 or a RTX 2070.

I should add that i only play at 1080p, if that matters

Does your 1060 struggle? Because at 1080p the 3 GB of VRAM should be enough. A RX580 is a bit better but not worth the upgrade. Anything but a Vega 54/64 or 2070/1080 is just a minor upgrade.

Nitro+ Vega 64 is a great buy. It's right at the top of your range, but that's typically a $600-800 card.
