depends, pascal cards have the same cuda cores and whatnot but 900 series and earlier had M versions that were significantly cut down due to heat output and lack of efficiency. Nowadays the cut down version is Max-Q which is just slower clocks, but full desktop versions are applicable in mobile devices.

Not sure on the AMD side though, their mobile segment is far more diverse, from X skus to Vega clusters.

A better way of asking might be, why can they have about the same specs with small laptop cards as desktop gpus? Couldn't they just make the smaller laptop sized cards work for a pc?

Because there is no good reason to do so.

Laptops are optimised to get the best performance within the power and thermal budget.

Desktops can be overclocked.

You are literally comparing a slower laptop GPU running at 81C to a desktop GPU that will be running 20-30C cooler with better performance, BEFORE overclocking.
