rx480 driver installation problem

I bought an xfx rx480 and now when im trying to install the drivers, everything goes wrong. First of all, when i try to install amd adrenalin it says it cant run on my pc. If i do windows + R and type dxdiag, it cant find the gpu. Or it at least wont tell me that it isnt an rx480. Tho i can find it on device manager, tho it got an "!" at it. I dont know waht that means but when i try to install the drivers thru devie manager it tells me i already have the best ones installed. And i dont think my pc use it as the main gpu. i got an ryzen 3 2200g too with vega 8. And whenever i start wallpaper engine it lags like hell and the cpu goes up to 100%. So that could point to that it doesnt use the rx480 as the main gpu. I looked in Task manager too since i know there should be a tab about gpu, but nothing there. Ive also looked around in the bios a bit too but i cant find anything i understand there. so im not going to just click around and change stuff without professional help first. If anyone knows what i can do please help me!  

 

EDIT: i think it has been flashed to an rx580 but i dont want to download the drivers for the 580 until i know that is the last option.

Im having problems with my gpu not wallpaper. i use wallpaper engine cuz i want something more than just a picture. Its impossible that the rx480 cant handle wallpaper engine, since it lags whenever i use it

I tried getting into safe mode. but i couldnt find anything in my bios or when i booted up about safe mode.

I think i know why i cant install the drivers. Since wallpaper engine lagged like hell, im starting to believe my pc uses the intergrated vega 8 grapichs instead of the rx 480. So when i try to install the drivers for the rx480, windows sees the vega 8 instead and stops installing. Tho i would not be able to say why i ONLY see the rx480 under the display adapters in device manager

I fixed it. well more like the seller fixed it. I turned out he had actually flashed it to an rx580. And he helped me get it back to a normal rx480. It had an bios switch on the side of it. i just had to switch that and boom it worked. the drivers installed without problems and everything works!
