Does screen refresh rate limit G-Sync or FreeSync?

I know this might be a stupid question, does screen refresh rate limit G-Sync or FreeSync? In an article about monitors i read about a monitor with "small FreeSync range". Is that a thing or it was just an writing error?

You're going to have to get someone in here more knowledgeable on the subject than I, I don't know exactly how Freesync 2 has changed things, I'm on team green, so I only really know G-Sync.

What I do know is that the first generation (possibly the second as well?) of freesync potentially had limitations where the adaptive refresh rate only worked in a certain range, I.E. 30-90FPS. anything below or above that wasn't truly adaptive. This range varied(ies?) from manufacturer and model.

Very early and cheap ass monitors have a narrow Freesync range. It's up to manufactures how they implement it. 

Though really anyone buying a monitor these days can easily get 1080p 144Hz monitor with Freesync range up to 144Hz though. They're so cheap.
