Best of these OEM SFF Cards?

Reasoning - So a lil while back i got a perfect Dell 740 sff given to me and it sat in the corner for a while making me feel bad because it wasn't being used until i discovered RecalBox and loaded that onto a 16gb SD card after removing the original HDD (a fantastic small OS btw). Anyway point is I've played a fair few games on it with 0 issue and i even added a PSP core which works albeit a bit buggy in some games but recently I've had an issue with one latest PSP game, GTA Liberty City Stories which seems to have little lag spikes/slow downs. Now since i had the parts spare literally sitting on my desk i thought id upgraded the CPU from a x2 6000 to a x2 7750 and from 4x1gb DDR2 to 4x2gb DDR2 even tho it is a bit overkill and unnecessary i thought it may help and to no real surprise it made no difference which leads me to believe the only other thing it could be is the admittedly shit HD 6450 512mb so I'm searching Ebay for a cheap GPU.

Actual Question - Which of these cheapo ex-OEM low profile GPU's would perform best in this scenario pushing a 720p projector: HD 8490, HD 8570, R5 240, GT 710(1gbDDR3)

I must explain that i paid literally nothing at all for this build, the Dell came from a relation and the GPU, CPU and Ram came from thrown out PC's so I'm not looking to spend like more than $30(AUD) for a GPU so no a 1030 or a 1050 is not an option before you say it... as well as the fact I'm putting most of my spare money into my motorbike but that's beside the point xD

NOTE: before you say 'WeLL JuSt GoOgLE iT" there is fuck all documentation on most of these cards in terms of performance because they were only made for OEM purposes so i thought some of you might be able to help.
