Yes, it means you can modify the HTTP headers to attempt to tell web browsers to force a file download. Keep in mind that not all browsers support all MIME types, so your mileage may vary.

I suppose you could change the HTTP headers to force a web browser to download the file, but you'd need access to the server for that.
