hi I have a hp pavilion g6 it says it's max ram is 8 gb but when I put a 8gig card and a 4 gig card both the bios and ubuntu register 12 gb (while ubuntu measures 11.7 but you know rounding and all) so should I be worried?

I live in misery USA. my timezone is central daylight time which is either UTC -5 or -4 because the government hates everyone.

Nah, it just means that when your computer was released, they validated it for 8GB only.
This can especially be the case if your laptop only has two ram slot and if there were only 4GB sticks available at the time.
But the memory controller itself can handle 16GB.
