can't completely format ssd for a software raid

I'm getting 3 ssd's ready for a raid0. 2 are ready, and one is still giving me trouble. It used to be in my laptop and had windows on it. I formatted the drive and installed it, and there is still some windows remnants on it. I've tried to using diskpart in command prompt and that didn't work. Is there anything I can do to fully format the drive? The disk that is the issue is #4. But Disk 2 sorta has the same problem.

Minitool partition Wizard may be able to make sense of this. 

 

iirc it uses diskpart command line as it's backend and has a nice, clean UI on front.
