Help with Upgrade

New to forum posting and to CPU building, so excuse my mistakes.  I'm looking to upgrade the first PC I've ever built as recent games (Apex Legends, BF V) seem to slow down, especially in urban areas (FPS counter shows frames sticking in 70s and 80s but the mouse feels very "heavy").

 

Current Specs:

CPU: 4790K

Memory: 16gig

GPU: GTX 980

OS: Windows X

144MHz monitor

 

I'd appreciate both specific advice and advice on how to figure this stuff out on my own.  Thanks in advance!

Upgrading the 980 to a 1660ti would be one thing. 

You say the mouse feels "heavy"? Maybe your sensitivity is off on the games. Or perhaps its time to invest in a new mouse if your old one is...well...too old.

 

Reducing the settings in games can also bring that FPS back up.

When I say heavy, I don't mean it's a mouse issue.  I mean it feels like the fps drops for maybe half a second.  Is the 1660 the best bang for my buck or just the best GPU that my current build can take advantage of?

Thanks!  I had looked at the 2060 and the 2070 as potential solutions.  How do you determine what would be a good upgrade?  Background knowledge or you have a resource you use?
