Steam Issues

So I messed up cleaning out some dust when cleaning out some dust and bent a whole bunch of pins on my intel motherboard so I grabbed my SSD out of my PC and I'm using my old PC to play some games while I wait for a new motherboard. The issue I'm having is when I go to click install on steam it says 0 disk space available though I have over 100GB free and I'm not too sure what to do. My downloads are already set for my steam library folder, but its like it won't select it. I already tried making another folder, making sure steam was running in administrator mode, and clear my download cache. Its not working for any of my games of any size.

Would any kind of other info help? I'm really stumped by this. I guess I could add on I use to have HOI4 installed on a different drive but that doesn't explain why other games that were not installed on that drive also have the same issue.
