Wierd fps.

Hello, i reinstalled my pc about 3 days ago dues to much stuff and probably had viruses. So i reinstalled my pc downloaded GTA 5, And when i got in game i notice how low my fps was, i have a gtx 970 4gb i5-2500k, but i get around 40-50fps in the city and as low as 30fps when car explodes.only texture quality is set to high, rest is on normal, And shadows off. And it is not even 1080p, I tought it may be the driver version since i had 411 before and now 418 so i changed back to 411 but havent notice much diffrence. So if anyone knows some ways that could help i would apprecite it. I also play on OC.

need to know what your CPU usage is like, VRAM, since the 970 technically only has 3.5gb of actual usable RAM.
