so this is a problem I have been experiencing for about a year and some change when I am in windows (browsing, doing other tasks, etc.) I will experience a freeze or softlock that will last for anywhere from 30 seconds to almost 2 minutes and I have tried everything, yes OS and all drivers are up to date, have tried everything in the book and am at a loss so any insight or help would be wonderful as to why this is happening/how to fix it. the process that seems to cause the issue and cause my CPU usage to go anywhere from 70-100% is called "Windows host process (Rundll32)" I've tried googling the problem with no luck. thanks in advance for any and all help!

Current config is as follows:

ASUS H110 MB

I5-6400 @ 2.7Ghz

16 GB DDR4 @ 2133Mhz

GTX 1060 6 GB

512 GB SSD

1 TB HHD

windows build 1803/ 17134.619 (corrected from earlier)
