wierd issue with internet

i have a 5/5 Gbit internet line, runs smooth in the house, but only have a 1gbit network card in my gamer, had it test a max of .. 500mbit down 975mbit up, for a while, al the way down to 250 down, just been hassling me.

 

the line tests fine 5/5 on the server running 10gbe. 

 

today i tried disabling software, SKYPE the instance i close that in the task manager, i get a full 950/950, WHY.. what, how? i use skype, but... this seems wierd. can have discord, steam origin, uplay, battlenet running without issues, but SKYPE takes most of my internet line.
