Broken fan header ?

Hello,

i have asus b85 pro gamer motherboard and i noticed the rear exhaust fan wasnt spinning even though the leds were on. The problem is the header only outputs about 3.1V, not enough to start it. There are 3 case fan headers on the board all with same settings in bios, i even removed the battery. No change.
