Slow wired internet speed with Windows 7 Ultimate ASRock - Z87 Extreme4 MoB?

Yesterday I installed a fresh version of W7 on a new partition and my speeds were back up to 300/15. This would mean it is not a hardware issue and was indeed either a Windows setting or a application. I then just decided to reinstall W7 because it was getting a bit slow anyways. For now I will call it case closed.

I hope someone can help me out with this.
I currently pay for 300Mbps/15Mbps internet. I am able to achieve these speeds via wired network connection from my Asus RT-N56U router on two computers; one desktop and one laptop. My other desktop computer is only able to achieve a maximum of 140Mbps/15Mbps using a Cat 5e network cable. I have tried several different things to troubleshoot this slow speed (listed below). The only thing I have not yet done is re-install Windows 7. If anyone has any other ideas please let me know.

Troubleshooting Completed:

 

  • Ran Windows 7 in safe mode with networking.
  • Replaced the network cable with a new one (Cat 5e).
    • Tested the new cable on a laptop and was able to get 300/15.
  • Changed router port.
  • Purchased and tested a new PCI Express TP-Link TG-3468 10/100/1000Mbps Gigabit PCI Express Network Adapter.
    • Same speeds as on board NIC.
  • Verified the NIC speed was set to 1.0 Gbps Full Duplex.
    • Local Area Connection Status shows speed of 1.0 Gbps.
  • Changed QoS Packet Scheduler – Limit reservable bandwith to 0% and tried disabling it.
  • Disabled the following via command line;
    • netsh int tcp set heuristics=disabled
    • netsh int tcp set global autotuninglevel=disabled
    • netsh int ip set global taskoffload=disabled
  • Reset TCP/IP to defaults by;
    • netsh int ip reset
  • Tried various combinations of NIC properties.
    • Increased/decreased receive buffers
    • Disabled energy efficient Ethernet
    • Increased/decreased Receive side scaling queues
    • Etc..
  • Updated all NIC/Chipset drivers from Asrock website.
  • Installed ASRock XFast LAN utility
  • Disabled ASRock XFast LAN utility
  • Uninstalled ASRock XFast LAN utility

My PC Specs:
 

  • Windows 7 Ulimate Ed SP1
  • Intel - Core i5-4690K 3.5 GHz Quad-Core Processor
  • ASRock - Z87 Extreme4 ATX LGA1150 Motherboard
  • Onboard Intel I217 V NIC
  • Kingston - HyperX Fury Black 16 GB (2 x 8 GB) DDR3-1866 Memory
  • MSI - Radeon RX 580 8 GB ARMOR OC Video Card
  • Shaw Router acting as bridge
  • Asus RT-N56U router

Realistically if your trying to get connection between both of the systems at once your going to see it split, just seeing it basically. I'm not very networky so I could be wrong.

When I was troubleshooting yesterday I turned off the other computers, so I don't think it is a split connection issue.

It could be a faulty MoB, but that is difficult to troubleshoot without a replacement.

Hm.. It could possibly be the ports,  or just that the computer doesn't need to draw 300mbps.

When you say doesn't need to draw 300Mbps what do you mean? I was able to achieve these speeds with two other machines running the same speed tests.

Any QoS for that computer turned on perhaps in the router or on the PC that might have been turned on?

I would think though that using the PCIe card would bypass the QoS since the MAC and IP would change so it wouldn't match anything.

Since you have the same issue on a PCIe card as well as onboard NIC I don't think it's a NIC problem.

I agree. I am starting to lean towards an obscure (to me) Windows 7 setting or a faulty Mob. I will verify my QoS settings in both the router and Win7 again, but I did disable it via the adapter settings and changed QoS Packet Scheduler – Limit reservable bandwith to 0% and tried disabling it.
