Streaming problem

So my system had a "critical" windows update on 02/13/2019. I performed a system restore to before that point and now seems to be working like before. I did a small test with the ?bandwidthtest=true method on Twitch and so far so good. I will have to test a full stream tomorrow to verify that it is working like it should. I'm going to hold off on hitting the problem solved checkmark until I am sure it is back to normal. Anybody else encounter this kind of thing with windows updates?

So I saw a couple of similar posts, but couldn't find the answer to the problem I have been having. I apologize if this has been solved elsewhere.

Here are my pc specs

MOBO: Gigabyte Z370P D3

Cpu: i5 8400

Gpu: gtx 1060 6gb oc edition from Asus

Ram:16gb Gddr4 @2400mhz

Boot Drive: 250Gb WD Blue SSD

Storage: 1tb WD Blue HDD

OS: windows 10 x64

BIOS is up to date as far as I can tell

PSU: Thermaltake 500W white certified (I know I cheaped out here and am upgrading my psu)

 

 

So the problem I have been having is that when I stream, my game becomes super laggy and unplayable. It will go from 75-100 fps down to 20fps and back again constantly. I use SLOBS, but slobs tells me that my stream health is fine. No dropped or skipped frames detected. The thing is, this never used to be a problem. This just started happening very recently. I typically use NVENC encoder with a bitrate of 2500. I have tried the auto optimizer, I've tried user x264, nothing seems to work. I test my network speed and all seems good. But the game is still unplayable now, but not before. Any help would be appreciated!!!

When i stream the usual source of frame drops/skips is stuff updating in the background or had just finished downloading/installing. Restarting my pc solves it.

yeah, I've tried that many times. Also thought maybe there was some sort of memory leak and completely shut down the system to no avail. And I  just want to clarify, my stream status is fine. It's the actual game that is having trouble, which is mirrored on my stream.
