Can't increase Nextcloud-Uploadlimit

Hi together,

 

I'm runnnig a nextcloud inside a docker container on raspbian on a pi 3B and got into trouble increasing the uploadlimit for files.

 

I changed the limits in .user.ini and .htaccess and also checked that outputbuffering is on 0. I can't find a php.ini where it might be defined in other systems. 

When I upload a file larger than 2MB it crashes without error or warnings. it's just stuck in the process (as expected).

 

I'm not that experienced jet so after some hours with google, I'm still stuck with it. Does anyone knows this problem and has some ideas what else it could be or where maybe to find a php.ini if it doesn't show under searchcommands or in the usual directories?
