That checks out

CSGO is very cpu dependent, the 8350 is by no means a great cpu

LOL funny thread I had to input ....  First off as if its not enough of a cardinal sin to play a 10 year old game with a 20 year old engine.  So you commited that.  Now your putting the graphic settings to low.  I mean how low can you go ?  It already looks like crap cranked out all the way on settings and all that jazz.  Man only thing good about CS:GO that is relevant in 2019 is the weapons and the weapon sound effects.  They pown and the feel of shooting the weapon.  BTW Im giving you a hard time man, just playing with you my friend,,, It is still a cardinal sin but to each their own. lol  ?

Get a new processor, motherboard, and ram.

More ram won't help. Your processor is not "Good". Its not bad, but it's not a high end 9900k.
