So I think this should be a cross-post here and on CPUs, MOBOs, and Memory, but I'll ask here first.

 

I've noticed that games on my SSD, and Windows have slow loads, like HDD speed slow. One way I can tell is through games that show other people's loads as well as yours. In a group of 4, three of us have the game on an SSD, and one on an HDD. I load SLOWER than the guy who has the game on an HDD, which means I'm extremely behind the other two who have the games on an SSD. I'm not sure what HDD he uses, or what SSD one of the friends uses, but one friend has the game on an 840 Evo or 850 Evo . My game is also installed on an 850 Evo.

 

Something I would like to note is that booting Windows also takes a significant amount of time too, a few minutes. When I first built the PC it took a few seconds. I did a reformat thinking that would help some stuff, but it didn't seem to do anything at all. That being said my motherboard is this one. I have 32gb RAM, and a 4690k. 

 

I read that it may be my motherboard being damaged that causes these problems, but I'm not entirely sure and would prefer not to replace anything prior to getting some knowledge from people with more expertise than I have.

 

Anyone have any suggestions on what I should try?

Things look normal, it should take no more then 20 seconds max to see your desktop on a SSD.  Then more time to load each start up item and what not.

I just had to restart my PC, but I disabled everything, and my last BIOS time is 31 seconds. From then, it took about a minute and a half to reach my desktop. So my boots take ~2 minutes from pressing the power button.

 

The part where its slow is when the Windows logo shows up and there's a little circle under it, this part takes about 90 seconds. Image of what I'm talking about below.

This sounds to me like a WInblows problem.  Uncle billy is inside your machine fooling around with it.  That screen with the blue logo shouldn't last more then 10 seconds at max I mean pretty much your OS should boot up and you see desktop, Im gonna say worst case scenario 20 seconds to D TOP.  Then loading your startup items.  One thing you can try but it is extreme measure is to Reset Windows, all your files will be kept but the OS will be a fresh clean one, then you can do all the updates etc.  I think this can fix your problem my friend.  good luck

Fresh reinstall of Windows, is what you mean? I had done that the previous week, Feb 8th.

 

Beyond this, my games are still loading very slowly too, which is on another SSD, 850 evo.

Well if the games are hitching then its a RAM problem or hard disk drive issue.  However your using a SSD you should not have any hitching or stuttering.  So you have done a fresh windows install to no avail ?  Also can you fill in your signature or tell us all your specs so we can help you better.

Stutters only come if my CPU or RAM hits 100% which doesn't really happen. CPU does hit 100% during load screens, I'm not sure if that's normal.

I think Windows is not playing nice with your hardware setup.  You have a good killer system, no reason for even a single stutter in games.  Now let me ask do you get frame loss or its high frame rate just the stuttering ?

I'm not entirely sure how I can tell for sure if I do get frame loss. With Overwatch I don't really FPS lag, but on World of Warcraft my FPS tends to jump all over the place because the environment is so different every which way.

Your rig is more then enough for 100fps gaming make it 140fps gaming with your 1070 card @ 1080p.  Something is really fishy, I can only think of one other recommendation and that is to run DDU "Display Driver Uninstaller" and boot into safe mode and clean and restart, then when you come back in normal mode install the latest WHQL GeForce drivers and let us know what happens then.  Also to check your FPS use something like MSI AB or Fraps.  Just so we can rule out fps and what not.

As for chipset drivers as long as your using WIndows 10 you don't need any to install it's pointless as MS already has the driver for it.  But if your on old WIndows 7 or 8.1 then yes you will need to install the mobo chipset drivers and what not.

I think a piece of your hardware is making the startup of windows bog down in the logo screen.  Its basically delaying the startup process because its suspect hardware.  But I looked over your system and everything is really nice and in place.  I hope DDU fixes this for you as many can attest to that.  So give her a shot, if you have further questions, let me know.

So I just ran DDU, currently I am downloading GeForce Experience again to reinstall graphics drivers, but it doesn't help with booting up Windows, it still takes about 2 minutes, which is very unfortunate. I'm going to go and take a guess that it won't help with loading games either.

 

The reason I mentioned both issues in tandem is because I figure its hardware, I just don't have any spare parts to figure out what. I'm also not very experienced and can't really eliminate what may be the problem either.

 

I don't believe there is any thermal issues either. From what I have monitored, I don't think I've ever seen CPU hit 70c.

not downloading the chipset driver because windows already has is like saying dont dont load a gpu driver because windows has.

I have a idea.  Why don't you go into BIOS and set to defaults save it and make sure you don't OC your GPU and see if that does anything.  You may have accidently touched something in the BIOS and what not.

Man, Im stumped.  I have a idea.  maybe you can run 3dmark and see how your score stacks up.  I say this because I have a feeling your FPS is correct but there is simply stuttering going on.  I want to make sure of that.

I pulled all external storage devices out. It didn't seem to have an affect on game load screen times. I also enabled MSI Fast Boot in my BIOS, still slow boot times.
