vga horizontal weird noise on my screen

i bought a new 900p monitor with only vga input, i am using a hdmi vga converter and a vga cable to run it on my gtx 1050ti.. and i am getting white noise that destroys image quality.. how can i fix this and where is the problem. the old monitor was 1440x900 acer g195w that ran using a dvi cable and it was flawless

have you replace the cable and/or converter?

 

it's unlikely to be your GPU so it's either

 

• VGA Cable
• HDMI-VGA converter
• Monitor

i tried the monitor so its ok, both the cable and the converter are brand new but i don't know how can i check which one is flawed?
