download a program called HWmonitor, it will give you diagnostics such as temps, voltages, usage, and info if anything is thermal throttling, hitting voltage limits etc.

CPU: i5-4690k @ 4.4 GHz | RAM: 12GB DDR3 1333MHz | GPU: Sapphire Pulse RX 580 4GB

how much dust is there?

 

if it's performance regressions over time, dust would be my first thing to look for.

oh, and check if your cpu cooler hasnt fallen off.. i've legit "fixed" someone's performance issues before by "clicking" their stock cooler back where it belonged..
