Low Cpu and Gpu usage in SoT

so ive noticed that when playing sea of thieves im a getting very low fps.. around the 60's this might seem like im picky but i have a 144hz monitor so i looks terrible im running a 1070 8gb so i expect to get atleast high 80's

im not even playing high settings, i have msi afterburner running and it shows that im only using around 60% of cpu and gpu and im not sure why
i have set my nvidia control panel power usage to prefer maximum performance.

 

my set up is 

Pc Specs:

CPU: Intel(R) Core(TM) i7-3770K CPU @ 3.40GHz (4.20Ghz Turbo)
GPU: Gigabyte G1 Gaming Geforce GTX 1070 8gb 
Motherboard: ASUS P8H61-MX R2.0
RAM: HyperX 16gb 1600Mhz
HDD: Seagate Barracuda 1TB Drive + Kingston 240GB SSD
Case: Zalman Z11 Plus 
 

Other hardware:

Monitor: (1)Acer Predator XB240H 144Hz, (2)Philips 227E(LHA)
Mouse: Sibera Rival 110
Headset: Hyperx Cloud II
Keyboard: Corsair K70 MX-Brown (red backlit)
Microphone: Blue Snowball Ice

Might seem like an obvious question, but do you have V-sync enabled? That would limit your fps to 60.

no i dont ^^ thanks for trying tho... my fps fluctuates alot from 60 to 90 but is never consistent while only having 60-70% cpu and gpu usage
