Massive stutters please help

Hi evryone I'm  Hoping you can help, I'm quite new to to pc building and don't know a whole lot about how evrything works but i'v bean getting by pretty well. Iv bean having problems with massive lag and frame drops in only one game it's confusing me as more demanding games run fine I'm having problems with 

Ni no Kuni II: Revenant Kingdom, I'll get frames of 300fps drop right down to 23fps i don't know why other then I game on my main tv a 55" or its a cpu bottleneck my pc specs are.

Sabertooth mark 1 z97 motherboard.

24gb ddr3 ram @ 1333mhz 

Core i5 4440.

GTX 1070.

Powercore 80+ bronze 1050w psu.

SanDisk 240gb ssd boot drive.

1) Open up Task Manager
2) Click the DETAILS tab
3) Right click Nino2.exe and set it's priority to HIGH
