Your CPU usage seems to be skyrocketing when playing that game

if your running windows 10 , do you have the latest feature update, ive seen issues with the update that it completely thrashes your cpu, even if it fails, it wants to install it, bad... but never gets there , i beleive its 1809. do you have any failed windows updates, or what does task manager say idling.

Is the game on the 160 GB HDD? That might be on the way out and causing stutters when loading.

¯\_(ツ)_/¯

Can you run your game in windowed mode and see what task manager is telling you as the game is running. even if your not shooting anything, it would be interesting to see your memory, ssd, cpu , gpu etc.

and if you start repeating the same problem in your video, shooting etc, notice anything strange in task manager?

Yeah, cpu and gpu usage drops, but there is no high temperatures.I had the same problem when i had gpu nvidia gt 740 2gb so i think gpy is not a problem

Try this.

Open Windows Xbox app--> Go to settings--> Turn off Game DVR

Then uninstall the Xbox App
