Answer 1.) 4x VGA cables for multiple graphic card set ups.
Answer 2.) Might be labelled as VGA on the PSU side instead of PCIe if that's how the cables are labelled as well?
Answer 3.) For motherboards that can use two 8pin EPS cables (HEDT CPUs, extreme overclocking)
Answer 4.) Only if you have peripherals you want to plug in.


Question 5.) What model PSU do you have?

 

Edit: I've had a better idea. Let's try and guess what model of PSU it is based on what you've said.
Is it an EVGA G3 750W?

Because psu are made to power the pc. Thus needing wires to connect to the devices to power them.
