OC in BIOS not applying

So it looks like when I wiped the gigabyte app center/rgb fusion stuff before I missed part of it. Appearantly it installs easy tune without actually telling you.  

I went to boot up some of my games and noticed my load times were long and fps slightly low so I popped up Task Manager and noticed my 8600k was running at 3.6-3.8 GHZ which is strange since I had it at 5 before. I pulled up HWmonitor and sure enough I am back at stock speeds. So naturally I went into my BIOS to check but all my settings were where I had left them. Just in case I did a quick load defaults and started at it again. I get back to Windows and the same thing is happening so I shut down and manually clear the cmos using the jumper. I boot back into BIOS get the message that it has been reset redo all of my settings and the same thing happens. As far as I can tell somewhere between me leaving the BIOS and getting into windows all of my settings get cleared even vcore. The only things I can think of that have really changed are I downloaded the Gigabyte rgb controller finally, I installed an nvme drive, and my GPU doesn't seem to be going as far as before I had to pull back from +775 to +500 on the memory. I have no idea what is going on and have no clue how to fix it.

Is the temperature ok? HWinfo can show a bunch of motherboard readings in sensor mode so check that out.
