odd graphics card pcie issues

hello, im currently building a pc that i intend to sell on, the issue is that the r9 270 gpu is currently not working in the top pcie slot however when i use a 1x to 16x riser in the 16x slot it does work fine. but when i use a 16x to 16x riser it doesnt work again. likewise when i use the 1x riser on the 1x pcie slot it works and when i use the lower 16x slot it works again.

 

spec:

core i3 2120

8gb ddr3 1333

r9 270 2gb

500w psu

500gb hdd

mobo: dell optiplex 790 

bios: a22 uefi mode

 

any help is appreciated.

i think it may be but the fact that the 1x to 16x riser works gives me hope
