laptop is overheating

My laptop(Asus R510jx) is overheating. It is not shutting down but gets really hot even during browsing. I took my laptop to a technician and asked him to replace the thermal paste but he told that thermal ic(he told me it is some kind of chip) needs to be changed. Is that a real solution or is he just trying to get more money from me?

Sounds kind of baloney, sounds like he's trying to tell you that the sensor is wrong and has to be replaced.

I WILL find your ITX build thread, and I WILL recommend the SIlverstone Sugo SG13B

Draws 400 watts under max load, for reference.

Smells like BS to me. If you're comfortable with it you can try opening the laptop and cleaning out the heatsink. It also may be that a temperature sensor is busted and needs to be replaced, but I would have thought he would just say it was a sensor if that was the case. You can try using HWiNFO64 and see if any sensors are missing or showing weird values.

¯\_(ツ)_/¯
