Issues with AMD drivers

OK for now I believe I have solved the issue. So I found people talking about having issues with mouse lag with Radeon graphics cards when you have them plugged into multiple monitors. I have only one monitor plugged in so i'm not too sure why it effects me but going into settings and disabling HDCP support fixes the issue.

I have just built a new computer and everything seems to be working fine until I update the AMD drivers from the 17.12 to the new Adrenalin 2019 Edition 19.1.1 or 19.2.1.

As soon as I do that the computer micro stutters every 10 - 15 seconds completely freezing the computer for an instant. As far as I can see there are no spikes in resource use during the stutters and all the thermals are within reasonable temps.  The computers components are

  
CPU:          Ryzen 2600                         

Motherboard:  Asrock B450M-PRO4                  

RAM:          2x8GB Corsair Vengeance LPX 3000   

Storage:      Samsung 860 evo 500GB m.2         

GPU:          Gigabyte RX 570 AORUS 4G          

Case:         Coolermaster Silencio 352          

Power Supply: Tx550m Gold

I was just wondering if anyone has had a similar issue with the latest drivers?

Have you tried uninstalling the older driver first and then clean installing the new one? Did you install the Chipset drivers?

So I have the latest chipset drivers and it is a clean install each time. As far as I can tell the AMD software suite is meant to automatically manage all amd drivers. I get the issue as soon as I upgrade to AMD Display Driver 25.20.15011.1004. The other drivers seem to function fine.

Do you have the latest bios on the board? Latest firmware on the SSD?

As far as I can tell Samsung does not have a firmware upgrade for the m.2 850 evo. As for my bios I have 1.6 and the latest is 2.0. It updates AMD AGESA to 1.0.0.6. I preferably would not like to update the bios unless there is a good chance that it is the cause
